CVCBD's contract with CSX - A failure or a success you decide!

We are attaching two photographs of the property owned by CSX.  According to Mr. David Hill, the E.D. of the CVCBD, the CVCBD negotiated with CSX to clean up these properties.  This is work accomplished by the CVCBD on a fee paid basis of approximately $1500. annually, for work that CSX were paying another firm $1500. per month.  A review of the photographs will show that instead of cleaning the growth off the fences which has caused them to partially collapse as is evidenced in the second photograph, the CVCBD have apparently elected to spray the foilage with some chemical and when they do cut some of the growth they leave it on the street to rot.  I do not consider this a successful operation for two reasons; the damages done to the growth by introducing chemicals at the site and also the fact that the area still continues to be an eye sore.  What do you think?  This property is located accross 26th Street in Baltimore City.

  1. What appears to be a professional company is now cleaning up the CSX site located between St. Paul Street and North Charles Street. We will check on the other areas on one of our walks and report the results later on. We queried the workers and asked whether they were from CSX but they replied to the negative and as the truck carrying the equipment was unmarked
    we have no way of knowing who employed this service.

  2. As usual, I am unable to see the pictures - But the application of chemicals is totally unacceptable to me -
    And should be to the community as well. However, it has been my experience that the community always gives
    a lot of lip service to "Green" efforts, and the environment until its cheaper and easier not to.

    The CVCBD hired a Co to put out bait boxes for rats, and the poorly placed and accessible to other animals boxes killed pigeons, (I have pictures) and the rabbit that used to live on Vineyard lane. When I called to complain about it,
    I was told that couldnt possibly be that case, because no other animal can get in the bait box, because;
    (are you ready ?) "Rats don't have bones." .....Yes, I was actually told that by a CVBD employee.
    I flipped out, and called the Co directly, and then sent some info/pictures to the BD re the fact that yes, rats DO have
    have bones..... Needless to say, nothing happened, and the bait boxes remained.
    I dont use poison in my house or yard, but I have to help pay some moron to poison the wildlife in my neighborhood?!?!
    As you can see, its a touchy subject for me ......

  3. The portion of the CSX fence line shown in the picture is not part of the CVCBD-CSX maintenance contract.

  4. David, Does it really matter in that the greater portion of the CVCBD-CSX maintenance contract looks similar all the way across Charles Village? When we had the contract with CSX, the area shown in the picture was getting cleaned up once a month for a 9 month period each year, but the CVCBD ruined the contract with CSX and it ended leaving a mess behind them that has never been corrected. Our contract with CSX entailed them providing substantial services for the work accomplished, but we worked for free, making monthly treks through the area to be sure the CSX crew were living up to their contract. This included our reporting areas where fences were broken and a danger to children as well as adults. Apparently the CVCBD doesn't do this, since we had to have a fence repaired last year along the track fencing across from the unit block of East 26th Street.
